You'll have to spend money on all these as well. If not now, then later; otherwise, you'll look ridiculous...
Getting involved in searching for top-tier professionals without the necessary resources is questionable.
If you're set on headhunting someone, be prepared to pay up. And don't be surprised if candidates' expectations exceed your forecasts - it's natural in such a process.
